Homo erectus–early man. Not earliest, but arguably could have controlled fire and eaten cooked meat. And everyone argues about it. Here’s one opinion:

In my next novel, I show the skills for controlling fire and wearing animal skins as clothing varied depending upon need. H. erectus spread from the cold climes of China to the heat of Africa. Reasonably, their need for fire and clothes would have been driven by their environment. I reflect that in my wandering tribes.
